India-Pakistan Border Drama: Seeking Answers

Over the last few years Indo-Pakistani ties had been improving greatly. Now, all the goodwill that had been built up over this time appears to have been eliminated by a ?runaway grandma.?

The killing of two Indian soldiers at the Line of Control(LOC)- the line that separates two parts of Kashmir and acts as a de facto border between India and Pakistan- several days ago, has quickly revived animosity between the two nations. The episode actually began last Sunday when Pakistan said Indian troops had killed one of its troops and critically injured another in a ?cross-border raid? that Delhi denied having made. Then, on Tuesday, New Delhi blamed Pakistani border guards for the brutal deaths of two Indian soldiers- one of whom had been beheaded-an allegation that Islamabad vehemently denied. This was followed two days later by the death of another Pakistani solider, which Islamabad says had not been provoked but India maintains happened when its troops returned fire after having been shot at.

Amidst this blame game the truth is lost, with the fog of war making it all but impossible to ascertain which side is at fault. This doesn?t make passion on both sides any less intense as evidenced by many Indian news outlets challenging the very raison d?etre of holding peace talks with Pakistan.

A notable exception is The Hindu which, after carefully constructing the events leading up to this week, is actually blaming Delhi for violating the ceasefire agreement at the LoC. A front page article the paper ran late this week reconstructs the events leading up to the deaths through accounts given to it by unnamed army officials. It writes that in early September a 70-year old Indian woman crossed over the border to spend her final days with her children, who had crossed the borders years earlier to escape prosecution for border smuggling. This woman?s border crossing brought vulnerabilities in the LoC to the attention of Indian troops, who began constructing border outposts in violation of the 2003 LoC ceasefire agreement as a means of addressing these vulnerabilities.

Not surprisingly, Pakistani troops protested the violation of the ceasefire and demanded that construction of the border posts cease immediately. Those calls went unheeded. As a result, in October Pakistani troops began firing on the new outposts with mortar fire and automatic weapons, missing all Indian troops but killing three nearby villagers, the oldest of whom was 25-years-old while the youngest was in ninth grade, according to The Hindu.

Things remained tense after that with the two sides occasionally exchanging fire. After one such exchange on January 6 an Indian commander, Gulab Singh Rawat, sought and obtained permission to take aggressive action against Pakistan troops that were targeting the soldiers under his command. The result was Tuesday?s killing of a Pakistani border guard, with another one being critically injured.

Pakistan has proposed establishing a UN-monitored probe to investigate the incident. India has refused. Meanwhile, Thursday?s brutal killing of two Indian soldiers has provoked outrage throughout most the country.

There is some reason for optimism, however. Notably, even while giving the Pakistani envoy in the country a ?dressing down,? members of the government have sought to calm passions at home, with External Affairs Minister Salman Khurshid arguing, ?We cannot and must not allow escalation of this very unwholesome event that has taken place.?

His Pakistani counterpart Hina Rabbani Khan welcomed the statement.

This makes the media?s role in whipping up public angry all the more condemnable. These actions only impede a return to normalcy which is in every person in India and Pakistan?s interest. This is especially true of India given that the stability of South Asia and how well it manages its neighborhood will go a long way towards determining its standing in the world.

In many ways, people?s anger over these tragic deaths is understandable. The media has a responsibility to help rein in this anger lest it lead to further escalation and more tragedies. In this role it is failing miserably and it is time for it to reserve course.

Politicians slam "extremely generous" wind power cable scheme

LONDON (Reuters) - A new system devised to attract investors to spending money on connecting Britain's offshore wind farms is too generous and does not offer a good deal for consumers, a parliamentary committee said on Monday.

The government wants a huge fleet of offshore wind farms to produce between 8 percent and 15 percent of Britain's electricity by 2020 to reduce carbon emissions.

All wind farms built at sea need to be connected to the onshore grid by expensive subsea cables.

To ensure that the transmission cables are built, energy regulator Ofgem and the government's Department of Energy and Climate Change have put in place a licence tender system whereby investors receive returns of 10-11 percent.

The Committee of Public Accounts, however, was critical of the system and described it as "extremely generous".

"Not only is it unlikely that this new licensing system for bringing electricity from offshore wind farms onto the national grid will deliver any savings for consumers, it could well lead to higher prices," committee chairwoman Margaret Hodge said.

Licencees will receive a total of about 17 billion pounds through the system, a cost that will eventually be passed on to consumers through electricity bills.

The committee interviewed representatives from the government, the regulator and the electricity industry to assess the new regime.

"We have not seen convincing evidence to show that there will be savings for consumers from this scheme compared with potential alternatives," the committee said.

The politicians recommended that the regulator should consider imposing a system linked to retail prices and to request that investors disclose actual returns they make from operating the cables.

The committee said that the government and regulator should also analyse whether 20 years of guaranteed income is beneficial or whether shorter licence periods are necessary.

It was also concerned about competition in the offshore wind transmission market because four out of six licences that have already been issued were won by one company, Transmission Capital Partners.

"The department and the authority (regulator) must also ensure that the offshore electricity transmission market remains competitive and does not become an oligopoly," the committee said.

Behind the Cover Story: Stephen Rodrick on Getting Access to Lindsay Lohan

Stephen Rodrick, a contributing writer for the magazine, wrote this week?s cover article about the making of the movie ?The Canyons,? which was directed by Paul Schrader and includes Lindsay Lohan. Rodrick last wrote for the magazine about Martin Peretz, the long-time owner of The New Republic.

What surprised you the first time you met Lindsay Lohan?

The first time I met her was at a table read that she was already late for. Everyone else had long been in their seats. Paul Schrader had just given a lecture about how Lindsay thrived on chaos and, on cue, she walked into the room, hair tossed, smelling of smoke and bangles on her arm banging up and down. I scrawled ?fragile? and ?tornado? into my notebook. That sounds a bit melodramatic, so I didn?t put those words in the story, but she can be melodrama personified.

By the end of the time you spent with Lohan, had your impression of her changed?

There?s a scene in the story where she has to weep on camera, and she retreats to her room. And you could just hear wailing, and I describe her crying as sounding like a child lost in the woods with no chance of rescue. And that?s what I believe. She entered Hollywood as a child star with two massively dysfunctional parents who have filled their own Dr. Phil hours. She didn?t have a chance. For every Jodie Foster, there are five Lindsay Lohans.

But here?s the thing, there?s talent in there. She has that undefinable ?it? quality. You can see it at certain moments in the film. The frustrating/tragic thing, and Lindsay would be the first to admit it, is getting that talent out of her over the past few years has been nearly impossible. That?s why I called the piece ?The Misfits,? after Marilyn Monroe?s last film, one that Schrader and the crew were constantly talking about on set. You can?t argue that Lindsay has the talent or resume of Monroe, but there is that same feeling of talent slipping away, perhaps permanently.

What was the cast and crew?s reaction to Lohan?

It varied, but you could say it started it with awe, slid to amusement and ended with annoyance. You have to remember this was a grueling 21-day shoot, and everyone was working 12-hour days, many of them for $100 a day. If you have a star that is chronically late or constantly involved in some kind of drama, it wears on your nerves. There was a moment when Schrader and James Deen (Lohan?s co-star) argued about a scene in Malibu ? a very rare occurrence? ? and Lohan chided Deen for disrespecting his director. There was much audible sighing and smacking of foreheads from the crew.

These people all seem to share one problem: debt. Is there any way that ?selling out? or ?cashing in,? neither of which are phrases with positive artistic connotations, will create a good movie?

Well, I think there?s a big difference between doing a movie ?on the cheap? and selling out. And none of the players are actually broke; they just don?t have the cash to self-finance a $250,000 film, much less a $5 million film. While there was some element of ?maybe we could make a killing,? I think ?The Canyons? was more driven by a desire to actually make something and not wait three years for overseas funding or for a project to wind its way out of turnaround. There was a lot of ?how can we make this look like $5 million film?? and not much of ?how can we make this as commercial as possible?? If that were their goal, there probably would have been less full frontal.

How did you get access to the set like that? Usually, these things are micro-managed by publicists and handlers.

I?d met Schrader a few years back when he was trying to do a Bollywood movie. He was incredibly open about the process at a lunch we had in Manhattan. That project ended up not happening, but I kept tabs on him, and when I saw the first news about ?The Canyons,? I e-mailed him and said that if I was going to do the piece, I?d need nearly complete access. He said, ?Let me think about it.? An hour later, he said, ?Let?s do it.? Lindsay?s people balked, but Paul, to his everlasting credit, said, ?That?s fine, but I?ll have to replace her.? Her people backed down.

Paul Schrader seems like a tough boss. Was he hard on everyone?

Yes and no. Here was a man with a legendary IMDB entry and he?s trying to make a film for $250,000 ? a k a $8.75 million less than his previously smallest-budget film. The crew was pretty green and that wore on him after a while, in conjunction with Lohan?s creative misbehaving. I think it was a careful-what-you-wish-for experience: He had total control and there were no studio execs breathing down his neck. But in exchange he had to do a lot of little things he wasn?t used to doing, whether it was resetting a boom mic for a shot or trying to find one of the interns to retrieve his reading glasses from his hotel in the middle of a busy shooting day. (The poor kid made three trips before bringing the right ones.) Plus, he?s 66; men get crankier as they get older. I can speak from personal experience on that one.

Were there some scenes in the story that were left on the cutting room floor?

Oh, man, there are enough B-sides and extras to make the magazine equivalent of Oasis?s ?The Masterplan.? I joked with Sheila Glaser, my editor, that we were cutting stuff that would be the lead in most Hollywood stories. At the wrap party, I tried to talk Lindsay into posing for some photos with Deen for the story. She said she would if I could get him to apologize for ?disrespecting? her during filming. She wanted Deen to get on a table and shout a mea culpa. Deen just laughed and said, ?That is so not happening.? It was a lot like high school. Then there was the time Lindsay picked up the hot end of a curling iron and was treated with some frozen peas out of the producer?s freezer. So many memories.

In the end, what did you think of the film? You?ve seen it a couple of times.

I like it, but that may be a little Stockholm Syndrome kicking in. Whenever I do one of these stories, I always root for the project. So if you?re there day-in, day-out, you lose critical perspective. But as I said in the story, the film?s weakest 10 minutes is the film?s first 10 minutes, and that ain?t good. Braxton Pope, the producer, and Bret Easton Ellis, the screenwriter, wanted to reshoot the opening scene, but Schrader wouldn?t hear of it. He had his reasons, namely wrangling Lohan for another day of shooting would be like trying to catch water in a net. But after a slow start, the film kicks into gear.

Building electronics from the ground up

Jan. 14, 2013 ? There's hardly a moment in modern life that doesn't involve electronic devices, whether they're guiding you to a destination by GPS or deciding which incoming messages merit a beep, ring or vibration. But our expectation that the next shopping season will inevitably offer an upgrade to more-powerful gadgets largely depends on size -- namely, the ability of the industry to shrink transistors so that more can fit on ever-tinier chip surfaces.

Engineers have been up to the task of electronics miniaturization for decades now, and the principle that the computer industry will be able to do it on a regular schedule -- as codified in Moore's Law -- won't come into doubt any time soon, thanks to researchers like the University of South Carolina's Chuanbing Tang.

Tang is a leader in constructing miniscule structures from the bottom up, rather than the top down. Currently, modern electronics are primarily fabricated by the latter method: the smooth surface of a starting material -- say, a wafer of silicon -- is etched through micro- or nanolithography to establish a pattern on it. The top-down method might involve a prefabricated template, such as a photomask, to establish the pattern. But the approach is becoming more and more challenging, because reducing the size of the features on the requisite templates is getting extremely expensive as engineers work their way further down the nanoscale. "Going from 500 to sub-30 nanometers is cost prohibitive for large-scale production," said Tang, an assistant professor in the department of chemistry and biochemistry in USC's College of Arts and Sciences.

As a chemist, Tang uses a bottom-up approach: he works with the individual molecules that go onto a surface, coaxing them to self-arrange into the patterns needed. One established method of doing this involves block copolymers, in which a polymer chain is made up of two or more sections of different polymerized monomers.

If the different block sections are properly designed, the blocks will self-aggregate when placed on a surface, and the aggregation can be harnessed to create desirable patterns on the nanoscale without the need for any templates. Di-block copolymers of poly(ethylene oxide) and polystyrene, for example, have been used to construct highly ordered arrays of perpendicular cylinders of nanoscale materials. Solvent evaporation, or annealing, of these polymers on surfaces exerts an external directional field that can enhance the patterning process and create nearly defect-free arrays.

Tang's laboratory just published a paper for the special "Emerging Investigators 2013" issue of the journal Chemical Communications that takes this method to a new level. Working together with graduate student Christopher Hardy, Tang led a team that fabricated nanoparticles of pure, crystalline iron oxide with controlled size and spacing on silicon wafers by covalently incorporating a ferrocene moiety into a tri-block copolymer.

Incorporating metals into nanoscale designs is crucial for fabricating electronic devices, and Tang's method is a step forward for the field. Because ferrocene is covalently bonded to the block copolymer, there is no need for a complexation step to add a metal-containing compound to the surface -- a burdensome requirement of most previous methods. Moreover, their technique is a step beyond related polymer systems that contain covalent ferrocenylsilane linkages, in which removal of the organic components leaves behind silicon oxide as an impurity in the metal oxide.

The technique is a promising addition to the available tools for addressing the chronic need to decrease the size of electronic components. "The industry won't replace top-down methods," Tang said, "but they plan to use bottom-up together with the existing top-down methods soon."

There's versatility in the technique as well. "Here we use a ferrocene-containing polymer, which we convert into the inorganic iron oxide. But if we replace the ferrocene in the polymer with carbon precursor, we could make a perpendicular carbon nanorod, which would have a lot of potential uses," Tang said. "Or we can incorporate a semi-conducting polymer, like polythiophene, which would be very useful in solar cell applications."

India police arrest six in new gang rape case

NEW DELHI? - Indian police arrested six people including a bus driver after a woman said she was gang raped in the northern state of Punjab, newspapers said on Sunday.

The reports come weeks after a student in Delhi was assaulted and beaten in a moving bus and thrown bleeding onto the street in a case that sparked outrage in the country.

In the latest assault, the woman was travelling by bus to her village on Friday night when the driver and his assistant drove her to a deserted location, the Indian Express newspaper said.

Five more people joined them later and assaulted the woman in a house, the paper quoted senior police superintendent Raj Jeet Singh as saying.

The men dropped the woman the next morning near her village. She went home before going to a police station to file a complaint. Six of the seven men accused of the crime have been arrested, the police officer told the paper.

A Punjab police spokesman could not be reached for comment.

After the physiotherapy student was raped and beaten in Delhi, millions of Indians took to the streets demanding the death penalty for her attackers and official action to reduce the number of assaults on women.

The student died in a Singapore hospital from internal injuries, two week after she was attacked. Five men have been charged with her rape and murder.

California Energy Commission continues to work on bolstering state hydrogen fuel infrastructure

California has been a bastion of alternative energy for several years. The state has thrown a significant amount of support behind solar energy and wind power. In recent years, however, the state has become more interested in clean transportation. Much of this interest is being influenced by the auto industry, which has been advocating and promoting hydrogen transportation aggressively over the past year. Because California is one of the most lucrative markets for the auto industry, automakers have been pushing for the development of a hydrogen fuel infrastructure, an initiative that has received strong support from the California Energy Commission.

Agency begins to overcome internal problems

Last year, California embarked on an ambitious campaign to expand its existing hydrogen fuel infrastructure. The California Energy Commission, which oversees this endeavor, helped support the development and building of new hydrogen fuel stations. These stations are meant to provided the necessary support that hydrogen-powered vehicles will need in order to be considered successful. In recent months, however, support for the hydrogen fuel infrastructure has diminished.

Agency accepting 25 new applications

The California Energy Commission has announced that it is accepting new applications for 25 hydrogen fuel stations that will be located throughout the state. The agency had put a hold on its various projects due to financial constraints. Spurred by some structural changes, the agency is now looking to pick up where it left off with the state?s hydrogen fuel infrastructure. The companies that are chosen by the agency will be reimbursed for up to 65% of the building costs of their hydrogen fuel stations. There is a catch, however, as no less than 33% of the hydrogen associated with these stations must be produced through renewable sources.

California hydrogen fuel infrastructure still lacking

Hydrogen transportation may be able to gain more traction in California as the grants from the California Energy Commission resume. These grants will be governed by new rules that have been adopted by the agency in order to avoid exploitation and accusations of favoritism. There are still concerns, however, that the endeavor from the California Energy Commission will fail, as the state has limited time to establish a comprehensive hydrogen fuel infrastructure before the commercial launch of hydrogen-powered vehicles in early 2014.

Victims of Costa shipwreck mark anniversary

GIGLIO, Italy (AP) ? Survivors of the Costa Concordia shipwreck and relatives of the 32 people who died marked the first anniversary of the grounding Sunday with the unveiling of memorials to the victims, a Mass in their honor and a minute of silence to recall the exact moment that the cruise ship rammed into a reef off Tuscany.

The first event of Sunday's daylong commemoration was the return to the sea of part of the massive rock that tore a 70-meter (230-foot) gash into the hull of the ocean liner on Jan. 13, 2012. The boulder remained embedded in the mangled steel as the 112,000-ton vessel capsized along with its 4,200 passengers and crew.

As fog horns wailed, a crane on a tug lowered the boulder onto the reef off Giglio, returning it to the seabed affixed with a memorial plaque. Relatives of the dead threw flowers into the sea and embraced as they watched the ceremony from a special ferry that bobbed in the waves under a slate gray sky.

A land-based memorial was being unveiled after a Mass and ceremony honoring rescue crews. A minute of silence was scheduled for 9:45 p.m., the exact moment when the Concordia slammed into the reef after the captain took the ship off course in a stunt to bring it closer to Giglio.

The captain, Francesco Schettino, is accused of multiple manslaughter, causing a shipwreck and leaving the ship before all passengers were evacuated. He hasn't been charged but is living under court-ordered restrictions pending a decision on whether to indict him. Schettino maintains he saved lives by bringing the ship closer to shore rather than letting it sink in the open sea, and claims the reef he hit wasn't on his nautical charts.

In an interview broadcast Sunday with RAI state television, Schettino again defended his actions and said he wanted to "share in the pain of all the victims and the families of the victims."

Taking part in the anniversary commemoration was Capt. Gregorio De Falco of the Italian coast guard, who became something of a hero to survivors after his recorded conversations with Schettino during the evacuation were made public. In them, De Falco excoriated Schettino for having abandoned the ship before all passengers were off and ordered him to return, shouting the now-infamous order "Go on board (expletive)!"

De Falco said he wanted to go to Giglio to "embrace the victims, and the relatives of the victims." De Falco, who has shied from all media attention since the disaster, said he did so out of respect for the victims.

"I'm not a hero," he told reporters in Giglio on Sunday. "I just did my job."

Also on hand was Kevin Rebello, brother of Costa waiter Russel Rebello, one of the two victims whose bodies were never recovered. Kevin Rebello spent weeks on Giglio in the aftermath of the disaster awaiting word of the fate of his brother and said he couldn't sleep ahead of Sunday's anniversary.

"I have been constantly thinking it is going to be again the same agony, even tonight, because it is going to be the same exact moment when all this happened," he told Associated Press on Sunday. "So my heart is beating a bit faster I guess."

The Concordia remains on its side, grounded off Giglio's port. Officials now say it will take until possibly September to prepare the ship to be rolled upright and towed from the rocks to a port to be dismantled. The cost has also swelled to ?400 million ($530 million).

While Sunday's commemoration was focused on the relatives of those who died, Giglio's residents were also being remembered for having opened their doors to the survivors who came ashore that night, cold, wet and traumatized after a chaotic evacuation.

"It was something that was too big for us," said Giglio resident Silvana Anichini. "We are just not used to things like this, and then it turned out to be one of the biggest shipwrecks in the world."

Italian President Giorgio Napolitano sent a message of thanks to the island, praising its people for their "high sense of civic duty and humanity."

Many survivors have stayed in touch with their Giglio hosts, connected in ways they didn't ever expect. Claudia Urru, who stayed home in Sardinia on the anniversary, says she speaks monthly with the Giglio family that took her family and the two other families she was traveling with into their home that night, giving them warm clothes and food.

For Christmas, her Giglio family sent a package of local sweets, and they have discussed having a reunion in Sardinia.

"This is the only thing good that has come of it," Urru said by phone last week.

Mixed reviews for Middleton's first official portrait

Duchess of Cambridge Kate Middleton and Prince William visited the National Portrait Gallery in London today for the unveiling of her first official portrait.

Award-winning artist Paul Emsley painted Middleton against his trademark black background with a slight smile, framed by her long locks.

Emsley said he wanted to capture Middleton's natural beauty. Emsley said he was originally going to paint the mother-to-be without a smile, but changed his mind shortly after meeting her.

"I think it was the right choice in the end to have her smiling. That's really who she is, I think," said Emsley, who was born in Scotland and grew up in South Africa.

Emsley also took liberties with Middleton's eye color, changing it slightly to match the blouse she is wearing in the painting.

While the painting reveals a more mature Middleton, art critics are slamming Emsley's work, saying it looks nothing like her.

"Seriously, as a concept, what is it? It's like a giant Polaroid. Like she went into a photo booth and had that picture taken and blown up to a huge size it would look more or less the same, wouldn't it," Waldemar Januszczak, art critic for The Sunday Times, said.

Middleton, 31, sat twice for the portrait - once in May and again in June. She reportedly described the work as "amazing," adding, "I thought it was brilliant."

William said, "It's absolutely beautiful."

It was a rare appearance for the Duchess of Cambridge, who was released from the hospital in December, as she battles severe morning sickness known as hyperemesis gravidarum.

Ford doubles dividend to seven-year high

(Reuters) - Ford Motor Co doubled its quarterly dividend to 10 cents per share, its highest in seven years, on the back of strong sales in North America and a healthy balance sheet.

The first-quarter payout, which will cost No. 2 U.S. automaker about $370 million, comes despite recent market share losses and weakness in its European business.

"Ford's plan is to grow its dividend, consistent with earnings and liquidity growth, to a level that is sustainable through all business cycles," the company said in a statement.

Ford last paid a 10-cent dividend in May 2006. Shortly after that, the company reduced and later suspended its dividend as it struggled to avoid bankruptcy. It restored dividends in December 2011.

"We had thought that a dividend increase was likely but this announcement is larger than we expected," RBC Capital Markets analyst Joseph Spak said.

"Today's announcement shows strong confidence in their outlook, balance sheet and liquidity."

Ford shares jumped 3 percent in premarket trade to $13.88.

The company said it increased its liquidity position by $2 billion through the first three quarters of 2012.

Earlier this month, Ford said its U.S. sales crossed 2 million cars in 2012 and reported its strongest December sales since 2006. It beat Wall Street profit forecast when it last reported results in October.

The automaker, however, has acknowledged losing market share as it struggles to keep up with consumer demand. Losses from Europe are expected to be at least $3 billion over the next two years, and the company has announced plant closures and job cuts to save costs.

Ford's market share fell to 15.5 percent in 2012 from 16.8 percent in 2011.

The dividend is payable on March 1 to shareholders of record on January 30.

Washington, D.C. is not the only place developing a medical marijuana production and distribution program. In the last two years alone, five states -- Arizona, Connecticut, Delaware, Massachusetts, and New Jersey -- have passed laws that anticipate such programs. NEW YORK (AP) ? Alcoa Inc. on Tuesday reported fourth-quarter earnings that met Wall Street's expectations, and the company said it expects slightly higher demand for aluminum this year.

The sluggish global economy has weakened prices for aluminum used in everything from airplanes to soda cans.

But Alcoa forecast demand growing 7 percent in 2013, up from a 6 percent gain in 2012. It sees the best prospects in aerospace but slower improvement in demand for autos, packaging, and building and construction materials.

Separately, the company announced that Chief Financial Officer Charles D. McLane Jr., 59, will retire and be replaced by William F. Oplinger, the chief operating officer of Alcoa's primary-products business unit. The change will happen April 1.

Oplinger, 45, joined Alcoa in 2000 and has held several finance and planning jobs. He is on the executive council, which plots company strategy.

In the fourth quarter, Alcoa's net income was $242 million, or 21 cents per share. That includes one-time gains like income from selling a hydroelectric project on the Tennessee-North Carolina border.

Without those gains, the company would have made 6 cents per share ? exactly what analysts expected, according to FactSet ? on revenue of $5.90 billion. Sales were higher than the $5.58 billion that analysts predicted.

The price that Alcoa received for aluminum fell 2 percent from a year ago but rose nearly 5 percent from the third quarter. Shipments were flat from a year ago.

The low prices were a factor in the announcement last month by Moody's Investor Service that it could downgrade Alcoa's credit rating to junk status. Alcoa has been trying to reduce debt to keep its investment-grade rating. In the fourth quarter, it cut spending by 12 percent to $6.23 billion.

Alcoa is the first company in the Dow Jones industrial average to report fourth-quarter earnings. Because it makes aluminum for so many key industries, investors study Alcoa's results for clues about the health and direction of the overall economy.

Alcoa shares ended regular trading where they began, unchanged at $9.10. In after-hours trading following the earnings report, the stock rose 8 cents to $9.18.

Egypt commission says Mubarak watched uprising

CAIRO (AP) ? Egypt's Hosni Mubarak watched the uprising against him unfold through a live TV feed to his palace, despite his later denial that he knew the extent of the protests and crackdown against them, a member of a fact-finding mission said Wednesday. The finding could lead to the retrial of the 84-year-old ousted president, already serving a life sentence.

In questioning for his trial for the deaths of some 900 protesters during the uprising, Mubarak said he was kept in the dark by top aides as to the gravity of the situation and fended off charges that he ordered or knew of the deadly force used against the protesters.

Mubarak was convicted in June of failing to prevent the deaths. But many Egyptians were angered that he was not convicted for ordering or having a direct role in the crackdown.

Ahmed Ragheb, a rights lawyer and a member of the commission, said state TV had designated a coded satellite TV station that fed live material from cameras installed in Tahrir and surrounding areas directly to Mubarak's Palace throughout the 18-days of the uprising.

"Mubarak knew of all the crimes that took place directly. The images were carried to him live, and he didn't even need security reports," Ragheb told The Associated Press. "This entails a legal responsibility" in the violence against the protesters, including the infamous Camel Battle, where men on horses and camel and other Mubarak supporters stormed the square trying to drive protesters out.

At least 11 people are said to be killed in that attack, and some 25 members of the ruling were tried in the case were set free.

The finding came in a 700-page report on protester deaths the past two years, submitted Wednesday to President Mohammed Morsi. Morsi had formed this commission soon after he came to office in June, having promised during his election campaign that he will order new retrials for former regime officials if new evidence were revealed.

The commission also found that security forces and the military used live ammunition in crackdowns on protesters during the 18-day uprising against Mubarak and during the 17 months of rule by the military that followed his Feb. 11, 2011 fall, Ragheb said. The military repeatedly denied it used live ammunition against protesters, despite several deaths caused by bullets and pellets.

Ragheb refused to give specifics, saying revealing the details could undermine the report and top of some of those newly named in it as responsible for deaths.

He told Al-Masry Al-Youm daily that the report recommends summoning hundreds implicated in the killings of protesters for questioning.

The commission's 16 members include judges, rights lawyers, representatives from the Interior Ministry and intelligence, in addition to family members of some of those killed in the protests. The report was based on evidence and testimony collected over five months.

Morsi on Wednesday asked the commission to hand its report to the general prosecutor to investigate its contents to determine what should be done, according to a statement by his office.

The fact that Mubarak was able to monitor events in Tahrir, if established, could lead to him being charged with premeditated murder, said Khaled Abu Bakr, a lawyer who represented some of the victims in the uprising.

"A retrial might add more jail time if new charges appeared, and it could also change the penalty from life sentence to the death penalty," Abu Bakr said.

The case against Mubarak and top aides was very limited in scope, focusing only on the uprising's first few days and two narrow corruption cases. Mubarak and his two sons were acquitted on corruption charges. His former interior minister, Habib el-Adly, was convicted and sentenced to life in prison for complicity in the crackdown, while six top security aides were acquitted.

Mubarak's life sentence failed to satisfy many who had called for him to be held responsible for ordering the killing, in addition to years of widespread corruption, police abuse and political wrongdoing under his regime.

The report of military use of live ammunition could be more controversial, since any attempt to try generals for protester deaths would spark a backlash from the powerful military.

The transition period managed by the generals who took over from Mubarak was turbulent. Protests against their management of the transition often included violent crackdowns in which at least 100 people died in clashes between protesters and soldiers. The military often blamed unknown assailants for shooting at protesters. Rights groups have held the military responsible for the violence before. But evidence of their use of live ammunition was rarely available.
