The president will use his face-to-face meetings to "persuade both sides to refrain from taking provocative unilateral actions that could be self-defeating," said Haim Malka, a senior fellow at the Center for Strategic and International Studies.
The trip gives Obama the opportunity to meet Netanyahu on his own turf, and that could help ease the tension that has at times defined their relationship.
The leaders have tangled over Israeli settlements in the Palestinian territories, and Netanyahu has questioned Obama's commitment to containing Iran's nuclear ambitions. Netanyahu also famously lectured the president in front of the media during a 2011 meeting in the Oval Office, and later made no secret of his fondness for Republican challenger Mitt Romney in last year's presidential campaign.
Beyond Mideast peace, the two leaders have similar regional goals, including ending the violence in Syria and containing the political tumult in Egypt, which has a decades-old peace treaty with Israel.
The president's trip comes at a time of political change for Israel.
Netanyahu's power was diminished in January elections and he struggled to form a government. He finally reached a deal on Friday with rival parties, creating a coalition that brings the centrist Yesh Atid and pro-settler Jewish Home parties into the government and excludes the ultra-Orthodox Jewish parties for the first time in a decade.
Ben Rhodes, Obama's deputy national security adviser, acknowledged that with a new government, "you don't expect to close the deal on any one major initiative." But he said starting those conversations now "can frame those decisions that ultimately will come down the line."
Among those decisions will be next steps in dealing with Iran's disputed nuclear program.
Israel repeatedly has threatened to take military action should Iran appear to be on the verge of obtaining a bomb. The U.S. has pushed for more time to allow diplomacy and economic penalties to run their course, though Obama insists military action is an option.
The West says Iran's program is aimed at developing weapons technology. Iran says its program is for peaceful energy purposes.
Another central difference between the allies on Iran is the timeline for possible military action.
Netanyahu, in a speech to the United Nations in September, said Iran was about six months away from being able to build a bomb. Obama told an Israeli television station this past week that the U.S. thinks it would take "over a year or so for Iran to actually develop a nuclear weapon."
Michael Oren, the Israeli ambassador to the U.S., tried to play down any division on the Iranian issue ahead of Obama's trip. He said Friday that "the United States and Israel see many of the same facts about the Iranian nuclear program and draw many similar conclusions."
Obama's visit to Israel may quiet critics in the U.S. who interpreted his failure to travel there in his first term as a sign that he was less supportive of the Jewish state than his predecessors. Republican lawmakers levied that criticism frequently during last year's presidential campaign, despite the fact that GOP President George W. Bush did not visit Israel until his final year in office.
The centerpiece of Obama's visit will be a speech in Jerusalem to an audience mainly of Israeli students. It's part of the president's effort to appeal to the Israeli public, particularly young people.
He will make several cultural stops, all steeped in symbolism, in the region. They include the Holocaust memorial Yad Vashem; Mount Herzl, where he'll lay wreaths at the graves of Theodor Herzl, the founder of modern political Zionism, and Yitzhak Rabin, the prime minister who was assassinated in 1995 by a Jewish extremist who opposed Rabin's policy of trading land with the Palestinians for peace; and the Church of the Nativity in Bethlehem, a revered site for Christians.
In a sign of the close military ties between the U.S. and Israel, Obama will view an Iron Dome battery, part of the missile defense system the U.S. has helped pay for.
Traveling to the West Bank, Obama will meet with Palestinian Authority President Mahmoud Abbas and Prime Minister Salam Fayyad in Ramallah. Obama and Fayyad will visit a Palestinian youth center, another attempt to reach the region's young people.
Obama will make a 24-hour stop in Jordan, an important U.S. ally, where the president's focus will be on the violence in neighboring Syria. More than 450,000 Syrians have fled to Jordan, crowding refugee camps and overwhelming aid organizations.
The White House said Obama had no plans to visit a refugee camp while in Jordan, though he will be discussing with government officials how the U.S. can increase its assistance.
In his talks with Jordan's King Abdullah, Obama also will try to shore up the country's fledgling attempts to liberalize its government and stave off an Arab Spring-style movement similar to the ones that have taken down leaders elsewhere in the region.
The president's final stop will be in Petra, Jordan's fabled ancient city.

In making their findings, the researchers have upended a decades-old core principle of marine science known as the Redfield ratio, named for famed oceanographer Alfred Redfield. He concluded in 1934 that from the top of the world's oceans to their cool, dark depths, both plankton and the materials they excrete contain the same ratio (106:16:1) of carbon, nitrogen and phosphorus.
But as any gardener who has done a soil test knows, amounts of those elements can vary widely. The new study's authors found dramatically different ratios at a variety of marine locations. What matters more than depth, they concluded, is latitude. In particular, the researchers detected far higher levels of carbon in warm, nutrient-starved areas (195:28:1) near the equator than in cold, nutrient-rich polar zones (78:13:1).
"The Redfield concept remains a central tenet in ocean biology and chemistry. However, we clearly show that the nutrient content ratio in plankton is not constant and thus reject this longstanding central theory for ocean science," said lead author Adam Martiny, associate professor of Earth system science and ecology & evolutionary biology at UC Irvine. "Instead, we show that plankton follow a strong latitudinal pattern."
He and fellow investigators made seven expeditions to gather big jars of water from the frigid Bering Sea, the North Atlantic near Denmark, mild Caribbean waters and elsewhere. They used a sophisticated $1 million cell sorter aboard the research vessel to analyze samples at the molecular level. They also compared their data to published results from 18 other marine voyages.
Martiny noted that since Redfield first announced his findings, "there have been people over time putting out a flag, saying, 'Hey, wait a minute.'" But for the most part, Redfield's ratio of constant elements is a staple of textbooks and research. In recent years, Martiny said, "a couple of models have suggested otherwise, but they were purely models. This is really the first time it's been shown with observation. That's why it's so important."

Let us not lose sight of the fact that the OLG?s mission - repeated in their media interviews, their website, and other forms of communication - is to establish a casino in the GTA and to generate more revenue from increased gambling. Because of this objective, their assessment and forecasts are heavily biased in favour of a casino. For example, their projections on the amount the City would receive in hosting fees continue to drop, yet they insist on publicly presenting this as one of the prime incentives in order to fulfill their agenda. As I have previously said, this casino is not about bringing new funds to the city but to increase revenues for the OLG and the province.
The OLG have also embarked on an aggressive media and marketing campaign that is dedicated to benefiting private casino operators to the detriment of our communities. It is truly disappointing that a government agency would exhibit so little regard for the public good.
Meanwhile, various casino operators are stepping up their efforts to lobby and persuade councillors and the public - through large ads in our largest newspapers, through private briefings with elected representatives, through downplaying the casino with terms like ?entertainment facility? and ?integrated resort?. Like the OLG?s own marketing and communications campaign, the promises of the number of jobs, the wages, the number of tourists, and revenues and amenities to the city and residents do not bear scrutiny and are out of step with experiences in other jurisdictions. In fact, similar promises and predictions were made for the Revel resort in Atlantic City, which opened last April and has just filed for bankruptcy protection.
I would like to assure residents of our community that I have not met with casino operators, and I have no intention of meeting with any in the future. My position on a casino in Toronto has remained unchanged: a casino would be bad for our city and I cannot support it.
Residents who have called and written to me are overwhelmingly opposed to a casino. While I am appreciative of the support and am confident that I am representing our community?s position, I am asking you to reach out to your friends, family, and co-workers who live in other parts of the city. Talk to them about the type of city you want to live in and why a casino does not fit into the goal of a safe, beautiful, and prosperous Toronto. NEW ORLEANS (AP) ? BP is warning investors that the price tag will be "significantly higher" than it initially estimated for its multibillion-dollar settlement with businesses and residents who claim the 2010 oil spill in the Gulf of Mexico cost them money.
The London-based oil giant estimated last year that it would spend roughly $7.8 billion to resolve tens of thousands of claims covered by the settlement agreement. But in a regulatory filing this week, BP PLC said businesses' claims have been paid at much higher average amounts than it had anticipated.
The company also said it can't reliably estimate how much it will pay for unresolved business claims following a ruling Tuesday by the federal judge supervising the uncapped settlement. U.S District Judge Carl Barbier rejected BP's interpretation of certain settlement provisions.
Barbier upheld claims administrator Patrick Juneau's interpretation of settlement terms that govern how businesses' pre- and post-spill revenue and expenses ? and the time periods for those dollar amounts ? are used to calculate their awards.
BP had argued that Juneau's interpretation would lead to "absurd results" and "false positives," but the judge said the settlement agreement anticipated that "such results would sometimes occur."
"Objective formulas, the possibility of 'false positives,' and giving claimants flexibility to choose the most favorable time periods are all consequences BP accepted when it decided to buy peace through a global, class-wide resolution," Barbier wrote.
BP spokesman Geoff Morrell said the company believes the way Juneau is processing business economic loss claims is "contrary to the agreement."
"His approach has produced unjustified windfall payments to numerous business claimants," Morrell said in a statement, adding that BP will pursue "all available legal options" to challenge Barbier's decision.
BP already had revised its estimate for the total cost of the settlement before Barbier's ruling, saying earlier this year that it expected to pay $8.5 billion instead of the $7.8 billion it estimated when it first cut the deal.
In this week's regulatory filing, the company said it has been analyzing the processing of recent claims to determine if they can be used to predict future claims, but concluded it can't.
Excluding business claims that Juneau hasn't received or processed yet, the company now estimates it will pay $7.7 billion to resolve the rest of the claims covered by the settlement.
"If BP is successful in its challenge to the court's ruling, the total estimated cost of the settlement agreement will, nevertheless, be significantly higher than the current estimate of $7.7 billion because business economic loss claims not yet received or processed are not reflected in the current estimate and the average payments per claim determined so far are higher than anticipated," the company said.
Barbier also is presiding over a non-jury trial designed to determine the causes of BP's April 2010 well blowout and assign percentages of fault to the companies involved in the disaster, which killed 11 workers and spawned the nation's worst offshore oil spill.
The trial, which opened Feb. 25 and is scheduled to resume Monday, could last several months if BP doesn't settle separate claims by the federal government and Gulf states over environmental and economic damage from the spill.

?According to Herzl?s classic work ?Altneuland? in the Palestinian state to be established, men would wear top hats and business suits while walking the streets decorated with mosques.? The women would be wearing European style hats and chattering about the latest fashions from Paris.? Names such as Max, Freidrich and yes, even Fritzcan fill the rolls.? Thus it is eminently clear that the founders would be elite personages addressed as ?Herr Doctor? or ?Herr Engineer?.

Moreover, one of the especially interesting items in this novel is that Herzl never actually mentions a state for the Jewish people.? In this book he proposes a social, economic structure that is unique: A cooperative society not only from the aspect of a society of men or an ?Israeli Society? but from the aspect of a cooperative business venture.
Herzl does not detail or present a final structure for his idea nevertheless there is something very interesting here.
The founders-representatives of international Jewish funds and wealthy Jewish business people would establish a stock company.? This company, which employs people, is a called reconciliation company.
What do does this mean?
The example proposed here is taken directly from the colonial history of Europe.? We are referring, for example, to the British East Indian Company formed to settle Eastern India.? This was a stock company that, in the year 1600 received from the queen of England, Elizabeth the first, a special charter granting it the exclusive trading rights in Eastern India.
This company was the major factor in the British capture of India.
The company traded, settled and also managed parts of the Indian mechanisms.
Herzl speaks of developing a similar system with slight differences.
Similar because he proposes a stock company whose purpose it was to settle an Eastern land and to establish there a thriving economy, factories and more.
However, there would be two differences.
First, there is no independent state that establishes a company to settle another country. Instead there would be appointed representatives of a people that lived for hundreds of years dispersed socially and culturally throughout the entire world.? These representatives-the wealthy business men would establish in effect a new national//social/business society by means of a completely private initiative.
However the most important point in this plan is the fact that this stock company formed by the founders is not designed to be eternally profitable for the founders.
True they are not expected to lose money.? On the contrary, Herzl emphasizes more than once the profit incentive inherent in the free market. They would not give up the profits but instead, at the right time, transfer at a fair price their shares in the national, general company that will replace the stock company
It is difficult to describe the legal standing of such a company and it is doubtful if such a model exists in the world whereby a group of citizens are associated in a socioeconomic manner and not necessarily in a national one.? It is possible however to imagine such a structure as a sort of giant cooperative open to anyone interested in joining its services.
Yes with no differences in race, creed, religion or sex.
This company would settle Palestine with the aid of the immediate recognition by Turkish Sultan who would retain control over it.
In Herzl?s literary imagination, if so, the settlement stock company would be established by benefactors and business people.? This company was meant to settle the country and cause it to flourish.

From a Business Society to an Economic Society
First of all it must be understood that Herzl?s models are neither defined nor detailed fully.? In ?Altneuland? he doesn?t present an organized plan for establishing a Jewish settlement in Palestine. He speaks in prophetic terms but it is important to stress that it is a reasoned prophesy from a value standpoint.
The stock company that would establish the Jewish society would purchase land, import agricultural equipment, cattle and plants and build railroad tracks.? It would even build housing for workers.
At this point it is possible to say that this is an example of a type of Fordistic society.? ?
By this is meant a business society that would bring in people to work for it and would give them all the necessary conditions to live in the work area and even a salary that would not be a meager one but which would enable them to purchase the products they produce and even leave a bit of profit.
But this is not what Herzl wanted.
His plan was based on the model of Ireland in the 19th century where the lord of the manor enabled his farmers to work and in the end establish a mutual cooperative that would manage the work, buy and sell and enable the farmers to profit from their labors.
And this is what Herzl wanted.
The stock company would replace the socioeconomic structure.? The citizens of Palestine would be divided into two classes. One class would be a large cooperative association called ?the new society? and it would own the shares of all of the infrastructure, the land and all property.? The second class would be everyone else living there but who did not wish to be partners in the ?new society?.
What is important to note is that those who wanted to could be accepted into the ?new society? without any consideration of religion, sex or race.? That is to say, despite the fact that this entire enterprise was meant to solve the problem of European Jewry, the society would be open to all regardless of race or religion or sex..
This is a most liberal vision without a doubt.

Regarding Free Initiative and a Good Life
And how do you integrate business with a free association of workers?
The establishing share holders need not be ?suckers? (Herzl of course, words it differently).? Not only are they not meant to lose money or be philanthropists, they are meant to profit.
And the profits will come from the enhancement of the new settlement and from the labor of the workers.
In effect this would be the model: farmers would receive free land, would farm it, improve it and earn a living from it.
The value of the land would grow due to its cultivation and the cultivation of the wilderness and this will enable the ?new society? that will inherit the stock company to obtain loans from abroad where the security would be the flourishing land.? The money obtained from these loans would be used to repay the original investors and the loans would be repaid by hard work.
Here may be seen the Herzl?s central premise: the combination of Capitalism and free enterprise with cooperative associations of workers.
We will explain.
Herzl loved the advantages of the Capitalistic system but as a son of the enlightenment movement of the 19th century he understood very well its disadvantages.
He recognized the power of Capitalism and free enterprise to create immense factories, to cultivate the wilderness and create progress.? However he did not forget the oppression of the workers, the poverty and the ignorance it could also create.
And so he tried to combine the two extremes.
Investors were invited to come, act and profit.
They could join the ?new society? or become citizens of Palestine without joining.
In the event that they wished to join the select, idealistic and lovely Zionist enterprise they could profit but within certain limits.
In the end they would sell their factories to the ?new society? at a nice profit and these factories would be transferred to the general public and for their benefit.
The cooperative associations would be found everywhere and operate for the benefit of their members.
In addition the means of communication could be either private or cooperative.

Recently we heard of a new initiative by ultra-religious youth.? When you call a specific number you hear a synopsis of the latest news supplied by the ?system? associated with this telephone.
Actually this was Herzl?s idea.
In Altneuland it would be possible to hear news over the telephone.
It was called the telephone newspaper.
And since the new settlement would be completely new and would not be built on an older infrastructure like European cities, everything there would be clean and organized.
Thus even the telephone cables would run completely underground and the telephone company would pay the ?new society? just for the rights to use the underground conduits of he infrastructure to run their cables through.
And the printed newspaper?
Indeed there would be some and one of them would represent an example for a cooperative association.
It would belong to the shareholders.
Each subscriber would become a shareholder in the newspaper and would have the responsibility, via a representative committee, for the subscriptions to the system and for establishing the style of the newspaper and its general level.
In this way the ?new society? would fight the manipulation and jingoism of the press.

And what is missing?
The problem is that there are many things missing and much that Herzl simply ignores.
Perhaps due to na?vet? or simply because he wished to present a utopian vision that could guide more practical people to realize his dream.
In any event, Herzl ignores the model of a national European country.? This is the type of country we recognize in which there is a defined territory within which resides a certain people who are the majority.? It is important to note that this is not the only model for a political organization that has arisen during the course of history.? However, this is the model that has developed in Europe over the last few hundred years and which is likely to change in the future.
It is possible to say therefore that Herzl presented a new model but that he is ignored today, for all sorts of reasons, by people today.? Thus a very important national feeling has been lost to many people.
This is how we were educated.
The Jews like most people wanted a national homeland for themselves.
Herzl also did not give much consideration to the Arabs.
In his view they would simply agree to everything, and most importantly they would be satisfied and grateful.? They would profit economically, educationally and sanitarily.? However, according to Herzl they had no political ambitions.? And since the new society as all land in the Middle East belonged to the Turkish sultan there was no need for an army.
Don?t forget, neither Egypt, Syria or Lebanon were political entities at the time.
There was no national-military danger.
And what is the conclusion?
This vision can appear extremely bold and innocent (at least from a social standpoint) however it contains many elements worthy of thought.? What is your opinion, for example about cancelling national democracies which characterizes most of the world of our times and replacing them with business companies- for the benefit of all?
Perhaps instead of being citizens we would become share holders being able to improve our lives.
Worth considering, no?

WARSAW, Poland (AP) ? Hoping to win over EU critics of Poland's recent stance on climate change, the environment minister said Friday that the coal-powered nation will make every effort to pave the way for a lasting deal in 2015 when it hosts a U.N. global warming conference in November.
Last year, Poland vetoed the EU's road map for emissions reductions beyond 2020, drawing sharp criticism from environmental groups and EU officials.
Poland relies on coal for more than 90 percent of its electricity. Aiming to protect coal mining jobs and a major home industry, the government plans to continue relying on coal in the coming decades.
But Environment Minister Marcin Korolec told The Associated Press that Poland has been at the forefront of climate change policy, reducing carbon emissions by 30 percent in recent years, compared to the 6 percent requirement written into the Kyoto Protocol. He said some of Poland's critics in Europe ? he didn't name them ? hardly met the 6 percent target.
"Emission reduction really took place in Poland, at the price of high social costs" of closing heavy industry and layoffs, Korolec said.
A recent U.N. climate conference agreed to adopt a new global climate pact by 2015 to modify the Kyoto Protocol.
The conference showed that not all countries were following the climate regulations that were supposed to apply to all, said Korolec whose ambition it is to help mend this situation during the conference that opens Nov. 11 in Warsaw.
"I want the meeting in Poland to be a good introduction to the negotiating process. I want us to make this good start," Korolec said.

KABUL, Afghanistan (AP) ? A series of security problems and fractured relations with Afghan leaders plagued Defense Secretary Chuck Hagel's first trip here as Pentagon chief, including the Afghan president's accusations that the U.S. and the Taliban are working in concert to show that violence in the country will worsen if most coalition troops leave.
The top U.S. commander in Afghanistan, Gen. Joseph Dunford, quickly rejected the charges President Hamid Karzai made Sunday as "categorically false." But the accusations were just the latest in a series of disputes that have frayed relations between the two nations as the U.S. works to wind down the war and turn the country's security over to the Afghans.
Speaking to reporters shortly after Karzai made the comments, Dunford said the Afghan leader has never expressed such views to him but said it was understandable that tensions would arise as the coalition balances the need to complete its mission with the Afghans' move to exercise more sovereignty.
"We have fought too hard over the past 12 years, we have shed too much blood over the past 12 years, we have done too much to help the Afghan security forces grow over the last 12 years to ever think that violence or instability would be to our advantage," said Dunford.
Dunford's comments came, however, soon after U.S. officials cancelled a news conference with Hagel and Karzai because of a security threat ? just a day after a suicide bomber on a bicycle struck outside the Afghan Defense Ministry, killing nine Afghan civilians and wounding 14 others. Hagel heard the explosion from the safe location where he was meeting with Afghan officials but was never in danger.
The security problems compounded a series of flare-ups in recent weeks, including a dispute that has stalled the transfer of a U.S. prison to Afghan authority as well as Karzai's order to expel U.S. special operations forces out of Wardak province, which lies just outside the capital, because of allegations that Afghans working with the commandos were involved in abusive behavior.
Hagel met with Karzai Sunday night and said that he discussed all the key issues with the president. He also rejected any suggestions that the U.S. is in collusion with the Taliban. Speaking to reporters traveling with him, Hagel declined to detail his conversation with Karzai but said, " I think he understands where we are and where we've been, and hopefully where we're going together"
Hagel said he's known Karzai since shortly after the invasion in late 2001, adding that such extended relationships can often be beneficial, especially when dealing with complicated issues.
The U.S. and Afghan leaders are in the midst of negotiations over the long-term presence of American forces in Afghanistan beyond the end of 2014, when all combat troops are scheduled to leave.
U.S. officials would not provide details on the security concerns that led to cancelling the news conference. They spoke on condition of anonymity because they weren't authorized to discuss the matter publicly. But Pentagon press secretary George Little said the cancellation was not due to Karzai's earlier comments about the U.S. and the Taliban.
During a nationally televised speech, Karzai said two suicide bombings that killed 19 people on Saturday ? the one outside the Afghan Defense Ministry and the other near a police checkpoint in eastern Khost province ? show the insurgent group is conducting attacks to help show that international forces will still be needed to keep the peace after their current combat mission ends in 2014.
"The explosions in Kabul and Khost yesterday showed that they are at the service of America and at the service of this phrase: 2014. They are trying to frighten us into thinking that if the foreigners are not in Afghanistan, we would be facing these sorts of incidents," he said during the speech about the state of Afghan women.
Karzai is known for making incendiary comments in his public speeches. And Dunford on Sunday said that some of the recent disputes between the U.S.-led coalition and Afghan leaders "strike at the heart of sovereignty" and could be more political in nature. He said Karzai may be doing what he needs to do to communicate with the Afghan people and their political leaders outside the government.
That argument also resonated with Hagel, a former Republican senator from Nebraska. "I was once a politician so I can understand the kind of pressures that especially leaders of countries are always under," Hagel said. "I would hope that, again, we can move forward, and I have confidence we will and deal with these issues."
Dunford also rejected the suggestion that the recent friction reflects erosion in the U.S. relationship with Afghanistan.
"We do not have a broken relationship, we do not have a lack of trust," said Dunford, adding that none of the political dust-ups have bled over into his dealings with his Afghan security force counterparts. He said efforts to train and advise the Afghan security forces have continued and that plans for them to be in the lead for security across the country later this summer are on track.
Dunford would not detail why the scheduled transfer of the Parwan Detention Center was delayed again and called it a difference in perspective. But he made clear that the U.S. believes it must retain the power to insure that detainees who are deemed to be security threats remain in custody.
Currently, there is an Afghan administrator of the prison, which is located about an hour outside the capital, but the Americans have veto power over the release of detainees. The prisoners held under American authority do not have the right to a trial because the U.S. considers them detainees held as part of an ongoing conflict.
Regarding the move to expel the special operations forces, Dunford said he spoke to Karzai about the issue on Saturday and told him the U.S. is working on a plan to transition security in the Wardak region to Afghan forces. He would not directly say whether the commandos will stay in Wardak when the deadline to leave comes on Monday. But he said Karzai knows they are working on the plan and has not yet issued a directive to the force.

Google's Fiber efforts may not be that widespread yet, but it's obvious the search giant is doing all it can to improve the service for those who are lucky enough to have it. With that in mind, Google announced it's now brought an initial batch -- albeit a minor one -- of 3D channels to its growing Fiber TV lineup, giving "Gigabit + TV" subscribers (who own a three-dee-ready TV, of course) access to 3net at no extra cost and to ESPN3D for an additional $5 per month. While the inclusion of 3net and ESPN3D might seem like a pretty minor one on paper, it's without a doubt a step in the right direction for Fiber TV -- and, as the company puts it, this shows how the company is "committed to making these qualities that you've come to expect from Google Fiber TV better and better."

SEATTLE (AP) ? An Army report released Friday finds the service still has trouble diagnosing and treating soldiers for post-traumatic stress disorder, despite more than doubling its number of military and civilian behavioral health workers over the past five years.
Confusing paperwork, inconsistent training and guidelines, and incompatible data systems have hindered the service as it tries to deal with behavioral health issues, the report said. It's a crucial issue: After a decade of war, soldier suicides outpace combat deaths.
Last May, the Army commissioned a task force to conduct a sweeping review of how it evaluates soldiers for mental health problems at all its facilities. The review came under pressure from Democratic Sen. Patty Murray, of Washington, who was upset to learn that hundreds of soldiers at Madigan Army Medical Center south of Seattle had had their PTSD diagnoses reversed by a forensic psychiatry team, resulting in a potential cut to their benefits and questions about whether the changes were made to save money.
About 150 of those soldiers eventually had their diagnoses restored.
"I am pleased that the Army completed this review and has vowed to make fixes over the next year, though I am disappointed it has taken more than a decade of war to get to this point," Murray said in a statement. "Many of the 24 findings and 47 recommendations in this report are not new. Creating a universal electronic health record, providing better rural health access, and standardizing the way diagnoses are made, for instance, have been lingering problems for far too long. Our service members and their families deserve better."
The report noted that the Army had made strides in some areas, including cutting how long it takes soldiers to obtain a disability evaluation and publishing a guide to the process.
The task force interviewed 750 people stationed around the globe, conducted listening sessions with 6,400 others and reviewed more than 140,000 records. The Army's Medical Command reviewed diagnoses for all soldiers evaluated for behavioral health problems from October 2001 until last April.
Since September 2001, the report found, 4.1 percent of all soldiers deployed wound up with a behavioral health diagnosis such as PTSD or traumatic brain injury. Many can remain on active duty.
Nationwide, the report said, 6,400 soldiers had behavioral health diagnoses "adjusted" by medical evaluation boards, with approximately equal numbers having PTSD added as a diagnosis and removed as a diagnosis. Two locations where medical evaluation boards are held had slightly higher diagnosis changes than the Army-wide average, but the report did not identify them. Cases from those locations are being reviewed to ensure no soldiers were improperly affected, the report said.
Last year the Army ? and the military as a whole ? suffered the highest number of suicides ever recorded, prompting then-Defense Secretary Leon Panetta to declare it an epidemic. The Army had 183 suicides among active-duty soldiers, up from 167 in 2011, and the military as a whole had 350 suicides, up from 301 the year before.
Among the problems the report documented was that Army bases don't have a person on site dedicated to overseeing behavioral health issues, despite the many problems they can cause: suicide, alcohol abuse, drug abuse, and child and spouse abuse. Each installation needs someone with a view of all those programs to make recommendations to the commander, the report said.
Army Secretary John M. McHugh said in a statement that the Army will work to place behavioral health experts "at the command and installation levels to provide better consultation, guidance, coordination and recommendations to improve behavioral health care for our soldiers."
The task force found that of the soldiers surveyed, 37 percent had never received any information about the Army's disability evaluation system or had to seek the information out on their own. It also said it was confusing and inefficient for troops to navigate the vastly different disability systems maintained by the Army and the Veterans Administration.
The Army and VA plan to have a joint disability system, by which health care providers in either organization will have access to records, by 2017.
"Some changes can be made immediately," McHugh said. "Others will require more time and coordination. Importantly, this report reviewed our systems holistically ? recommending not only short-term solutions, but longer term, systemic changes that will make care and treatment of our soldiers and family members more effective."

WASHINGTON CO. (WITI) ? Washington County Sheriff Dale Schmidt blasts Milwaukee Police Chief Ed Flynn over gun control. He?s accusing Chief Flynn and President Barack Obama of acting like ?kings.?
Chief Flynn recently testified before a Senate committee in Washington in favor of stricter gun laws. Sheriff Schmidt did not like what he heard.
In a release Friday, Schmidt said, ?Recent comments by Flynn?highlight a problem with law enforcement in this country.? He went on to say, ?Too often, leaders confuse all citizens with criminals, and see themselves as ?kings? of their jurisdiction.
FOX6 News went to the sheriff?s office in West Bend on Friday. Schmidt declined to do an interview, saying he ?didn?t want to be in the limelight.?
But Schmidt did enter the limelight. His statement comes less than a week after Milwaukee County Sheriff David Clarke sent a letter of his own to Senator Lindsey Graham ?of South Carolina apologizing ?on behalf of my constituents in Milwaukee County? for Flynn?s ?rude behavior.?
Schmidt said he wants nothing to do with the Flynn-Clarke feud. He insists his statement is about defending the Constitutional rights of his constituents.
FOX6 News reached out to the Milwaukee Police Department for a response to Sheriff Schmidt?s statements. We have not heard back from the department.

Recent comments on gun control by Milwaukee Police Chief Flynn highlight, for me, a problem with law enforcement in this country.? Too often, law enforcement leaders confuse all citizens with criminals, and see themselves as ?kings? of their jurisdiction instead of employees of the people.
In 2009, when Wisconsin?s Attorney General issued his advisory memo on open carry, it created little discussion within my department.? That is because we already knew it was legal and protected by the Constitution.? Chief Flynn?s position quoted from JSOnline was, ?my message to my troops is if you see anybody carrying a gun on the streets of Milwaukee, we?ll put them on the ground, take the gun away and then decide whether you have a right to carry it.?? Sounds like a man who makes no distinction between law-abiding citizens and criminals.? That is one example, but I believe other law enforcement leaders operate under the ?end justifies the means? policing model, Constitution be damned.
Law enforcement in America was never supposed to be about ?ruling the people.?? We are hired by ?the people? to do that part of crime fighting they cannot do themselves.? The citizens never gave up their protection against unlawful search of their persons, or seizure of their property, or the right to own guns and defend themselves, in that process.? Does that make it harder to ferret out the criminals amongst us and arrest them?? Yes it does, but it is how we protect our free society from a tyrannical government.? I believe Chief Flynn is truly concerned about the safety of his officers, but law-abiding citizens are not the threat, and any law to improve officer safety must first be Constitutional.
The way it is supposed to work, is that the citizens elect people to run the government.? Those elected people then hire police chiefs and officers to enforce society?s laws within the confines of the Constitution.? In the case of Sheriffs, the people elect them directly.? Either way, we are all accountable to the people, we are not their rulers.? The law-abiding people are on our side and we should be focused on protecting their Constitutional rights, not limiting them!? How did this get so backward?
The assertion, by President Obama, Senator Feinstein and Chief Flynn, that if certain types of guns or features of guns are banned, then violent crime will go away, is a fantasy.? More importantly, they should not even be talking about it because the people hired them to protect that right.? We should be talking about how to identify and stop people before they commit mass murders.? We should be talking about why criminals remain on the street after multiple convictions for violent crimes.? And we should be talking about how to change the sub-culture in this country that places no value on human life or personal responsibility.
Every American was appalled when they learned Adam Lanza inexplicably killed 20 children in their own classroom.? But President Obama showed no leadership when he immediately took the focus to banning guns.? That ?kingly? position, shared by Senator Feinstein and Chief Flynn, essentially blames any American who supports the 2nd Amendment for those deaths, and excuses the perpetrator.
What if after Sandy Hook, President Obama had said, ?this is bad; dangerous people are committing mass killings in public places, drug addicts are robbing banks, pharmacies and gas stations, and the Drug Cartels are operating in our central city neighborhoods.? The violence in this country is more than our law enforcement people can handle right now.? We work for you, and we need your help.??? Might that have produced something more positive for this country than a threat to turn half its citizens into criminals for owning guns?
Rotten and disturbed individuals commit violent crimes, and that is where law enforcement leaders need to focus their energies.? We were elected and hired by the people, and then took an oath to protect their Constitutional rights.? I suggest we try a fresh angle on violent crime by inviting the law-abiding public to be a part of the solution instead of carpet bombing their individual rights.? It would do Sheriffs, Chiefs and the President well to remember Sir Robert Peel?s 7th Principle of Policing:
Police, at all times, should maintain a relationship with the public that gives reality to the historic tradition that the police are the public and the public are the police; the police being only members of the public who are paid to give full-time attention to duties which are incumbent on every citizen in the interests of community welfare and existence.
Mr. President, Chief, it?s time to trust the People, not rule them.

We noted at the end of the season that the Buccaneers plan to release cornerback Eric Wright, who?s due a base salary of $7.75 million this season. That?s still the case, but it may not happen soon.
The Tampa Bay Times reports that Wright initially expected to be released as early as this week, which would have given him a head start on free agency. But now the Bucs aren?t planning to release him this week, or even this month.
When Wright signed with the Bucs last year, that $7.75 million salary for 2013 was guaranteed. But when Wright was suspended four games last season for violating the league?s performance-enhancing drug policy, it allowed the Bucs to cut him at any time before the start of the 2013 regular season without paying him anything. And that?s what the Bucs plan to do ? but only after taking their time about seeing what they can do at the cornerback position in free agency and the draft.
It?s possible that the Bucs will try to squeeze Wright into taking a reduced salary in lieu of getting cut, although Wright apparently isn?t open to that at this point. Unfortunately for Wright, if he balks, the Bucs can wait as long as they like to cut him, and by the time they finally get around to it, his value may have gone down because teams that might have otherwise been interested in his services would have looked elsewhere to shore up the cornerback position.
The biggest risk the Bucs have is that Wright could get injured during offseason workouts. If Wright blows out his knee while working out at the team facility, the Bucs would be forced to put him on injured reserve and pay him that entire $7.75 million salary. So it?s still more likely than not that Wright will get cut before offseason workouts begin in April.
But even if he gets cut in April, Wright will have missed out on the initial frenzy of free agency. The same frenzy he was part of last year, when he got a ?five-year, $37.5 million contract? that turned out to be a whole lot shorter and a whole lot less lucrative than that.
